Cecilia Montalvo
B.A. in Psychology and Sociology and a Masters in Public Policy and Healthcare Administration

Cecilia Montalvo was appointed to the Cambria Community Healthcare District Board in March 2020. She and her husband moved to Cambria in 2018 after purchasing an avocado farm off of Santa Rosa Creek Road. Prior to moving to Cambria, she had a long career in the healthcare industry. Ms. Montalvo earned her B.A. degree in Psychology and Sociology from Rollins College and her Master's in Public Policy and Healthcare Administration from the University of Chicago. She has served on numerous Boards of Directors, including service on the Boards of the Sutter Maternity and Surgery Hospital in Santa Cruz, CA, Sequoia Healthcare District in Redwood City, CA, Med-Peninsula Home Care and Hospice, on the Advisory Board of Concuity, Inc., and on the Corporate Board of the Dual Degree program of the Haas School of Business and the UC-Berkeley School of Public Health. She also served for six years on the Board of Woodside Priory School, a private Benedictine college preparatory school. She is a Silicon Valley YMCA TWIN award winner recognizing outstanding women in leadership.

Igor "Iggy" Fedoroff
MBA, USAF Lt. Col. (Retired)

Graduated from Syracuse University with an A.B. in economics and has an M.B.A. After a career in contracting, he retired from the U.S. Air Force as a lieutenant colonel. Then worked 12+ years with an aerospace company, finishing in 2000 as sector vice president of contracts and regional marketing for BAE SYSTEMS North America Aircraft Controls in Santa Monica. Iggy is married to the former Suzanne Harrington and they have lived in Cambria full time since 2000. Iggy and Suzanne have a blended family of seven children and seven grandchildren.

Diane Kubat
B.A. Organizational Management, CLPF

Diane was appointed to the Healthcare District in July 2021. Cambria homeowners since 2009, Diane and her husband Chris became full time residents in 2012. In 2015, Diane became a California Licensed Professional Fiduciary (CLPF.) Prior to her licensed fiduciary practice, Diane enjoyed a 35-year career in banking and finance, with the last 10+ years as a branch manager. Diane earned her Bachelor’s degree in Organizational Management from The University of La Verne.

Bill Rice
MBA, CFO (Retired)

Bill has over 40 years of financial experience and was the former Chief Financial Officer of Community Health Group, a health plan in Southern California. He has also held financial positions at Apria Healthcare Group, Scan Health Plan, Family Health Plan (FHP) and with American Airlines in Dallas, Texas. He earned a Bachelor degree in Business Administration from Niagara University; an MBA from Hofstra University and he is a Certified Public Accountant. Bill is a military veteran having served as an officer in the United States Navy and he and his wife Marti has been a homeowner in Cambria since 1997.

Laurie Mileur

A California native, Laurie received a bachelor and master's degrees in dietetics and nutrition from Utah State University and earned a PhD in Exercise Physiology at the University of Utah. She is a Registered Dietitian with 39 years of experience as a clinical dietitian, educator, and research professor. Since moving to Cambria in 2013, Laurie has worked for a local home health agency, and has given numerous diet, nutrition, and lifestyle talks to local clubs and organizations, and is an active member of the Healthcare Advocacy Committee for the Cambria Community Healthcare District (CCHD). Elected to the CCHD Board of Directors in 2018 Laurie currently chairs the Healthcare Advocacy and Education Committee and is a member of the Executive and Communication Committees.

Simone joined CCHD in September 2019 with over 35 years of experience in the medical industry. An AAMT Certified Medical Transcriptionist and Medical Billing Specialist, she enjoys serving the community and is available to help with any billing questions or concerns.

Timothy Benes
Paramedic, NRP

Timothy Benes grew up on the central coast before leaving in 1993 to start his EMS career as a volunteer with Kings County Fire Department. He moved back to the central coast in 1996 where he continues his service as a Paid Call Firefighter & Driver Operator with SLO County Fire. In 2007, Benes became a Full-time EMT with San Luis Ambulance, and from that point he continued his education becoming a certified firefighter and National Registered Paramedic, a teaching assistant at Allan Hancock College, and Cuesta Community College. From 2019 to present, Benes has been serving as Operations Manager and full-time paramedic for the Cambria Community Healthcare District.
